The school has an enrollment of 9,300 students. The roots of HVCC are in the Veteran's Vocational School in downtown Troy, set up in 1946 to provide high school level instruction to returning veterans of World War II. In order to provide college-level instruction to veterans among others, the college was founded in 1953 as the Hudson Valley Technical Institute, providing five vocational training programs.
